I keep seeing to top out with a foam brush for the epoxy finish. Surely I'm looking in the wrong places but I can't figure out what this means anywhere on the internet.

Tipping out is LIGHTLY brushing the epoxy with the tip of a new, clean brush. The aim isn't to push the glue around, but rather just break the surface tension, popping any bubbles and helping the film to settle more evenly.
