Those look like oarlock risers but I wasn’t aware that the Eastport Pram had any. Here’s one on the Lighthouse Tender Peapod (next to Andrew’s right hand) just so you can see how they’re used:
Maybe it’s an optional feature? Or a present from CLC to you?

I don’t see them in the parts diagram. Just a gift I suppose.
If you bought the Spacered Inwale option kit, they’re part of that. See in the page on the Eastport:
