Annapolis Wherry

This is my first boat project.  Here I've brought together the planks on an Annapolis Wherry prior to stitching in the bulkheads.  I've been unable to close the gaps (about 1/8") between the planks at the bow no matter how hard I press down, tighten the wires, or otherwise threaten them.  Any thoughts on how to proceed on this?
