attaching foam

I used adhesive backed velcro to attache mini closed cell foam to the inside of my kayak cockpit (knee braces). It fell out. I am considering a spray adhesive but am open to any suggestions.   Mike

I used brush-on contact cement. The foam failed before the joint did.
