Attaching gudgeons to Skerry

I am finishing up my Skerry, and I’m stuck on how to attach the rudder. I understand the procedure, but I don’t see how to get the gudgeons to conform to the skeg and hull.

The first photo shows the lower gudgeon, and how it currently fits on the skeg. The whole piece is too wide. The inner holes are very close to the edge. It looks like I need to flatten out the piece just above the collar (where the pintle fits), nd then make a very sharp bend so that the ends lie flat against the skeg. As you can see (and probably know from experience), the metal is quite thick. I have no idea how to reshape the gudgeon so that it can be attached to the skeg.

The second photo shows the upper gudgeon. Similar problems, but in addition the piece will need to bend inward to conform to the skeg, and then outward to conform with the hull.

In both cases, it seems like a lot of precise reshaping of these thick metal pieces is required, and I have no idea how to go about doing it.
