how do I determine the location of the foot rests

I sat down with my back against a wall and used a tape measure to get the distance from my feet to the wall. Then I measured off the same distance from the seatback in the kayak. That's where I put the center of the footrest. That left 1/2 a footrest length each way for fine adjustment.
