I’m planning on building a 14 foot Kaholo hybrid from plans. The top is rather flat. If I assemble a top from strips, can I do it on a flat surface not on the board? Will there be enough flex for the top to take on the shape of the board?

Absolutely yes. That's exactly how Karl Nisson built this one that he brought along to Okoumefest 2019.
It seems to have turned out pretty well.
