Passagemaker Part -- Unknown location

The shown part was included in the Passagemaker Take-Apart lug rig kit.  I've read through manual and do not see that where it is installed.
 
Any insight?
 
Also, the forward seat in a test fit is level in the boat (48 1/2" from bow transom per speds) has a 1" gap between the forward transom and the bow edge of the front seat.  This 1" gap would make a hugh fillet.  Does this seem excess to others?

I have a feeling that part might be an 'extra' that isn't really part of the kit.  There is nothing like it in the kit description.
