Reinforcing tape on inside of Chesapeake hatch covers

What is the purpose of the 3-inch reinforcing tape that goes between the hatch frames and the hatch covers? Why not glue the frames directly to the covers? Does the reinforcing tape help hold the curve in the hatch covers after the epoxy dries and you remove the clamps?

I asked that question a few years back and was told by CLC that it was a way to make sure that there was enough epoxy on the inside of the covers. There used to be problems with epoxy starvation right at the ends of the frames. The tape takes care of that problem.
