Will varnish stick to smooth, clean, unsanded epoxy?

No. You must sand the epoxy.
What Casey said. No matter how carefully you apply epoxy, it will never be smooth enough until you sand it. It might also have a waxy surface that prevents a good bond. First, wash it off with water, then sand it smooth. It's not as difficult as it sounds. Varnish doesn't hide any flaws; it only highlights them! -Wes
