400 grit wet sanding

i've just read the article on varnishing in preparation for varnishing my teardrop camper.  

can i wet sand with 400 grit with either a 1/4 sheet palm sander, or my 5" random orbital, or should i hand sand with a sanding block?

Never ever mix electricity with wet sanding.
