fitting rudder on a Chesapeake Sport Tandem

Hey all,

 I'm starting to figure out how to install the rudder on my sport tandem.  The problem is that the transom sticks above the deck about an 1/8th  of an inch.  Should I just sand that flat and mount the rudder?  or am i missing something.

A flat spot should be fine.
