The instructions states I might need to cut 1 to 3 inces of the kayak to allow the rudeer to pivot (steer). Is that correct, or can I get by without cutting.
Hopeing to drill hole and try before cutting piece of kayak off.
Any suggestions or possible problems I might not have considered?

There are many types of possible rudders and attachments. You should tell us what kayk your will be mouting the rudder on, provide a description and a link to the rudder and mouning harware.
The Smart Trak Rudder uses a short pin and only needs a flat spot on the deck for mounting.

This mount is for kayaks with a vertical stern and a flat deck at the aft tip. This includes all Chesapeakes (except for the Sport Tandem), and the West River. Can be used with our Feathercraft and Smart Track "Pin" rudder systems.
Is the stern of your kayak vertical?
Note the with the product you describe, there are still mounting holes for the brakcet and there needs to be solid material behind the skin for the bolts or screws to go into. Also you sould use the drill, fil, and drilll method to prevent the penitration of water into the fiberglass cloth or wood.
