What to do about the skim film that develops on top of varnish in the can? 

Is there something that can be done about this? I've been scooping it off. Is there a way to not waste some of the varnish.

Second question. How long of a period of time for the varnish to cure enough to strap the kayak on top of the car without any chance of the straps messing the finish?

You can avoid skinning by storing your varnish upside down, if it is skinning over after just a few days you may need to check the container for holes. Putting a towel under your straps is a good idea for fresh finishes. Check the label on your varnish for cure times, add 24 hrs. and cross your fingers! Good luck!
